If I try to add canonicals or title data on some pages, it works instantly.
On other pages not at all.
I'm using the same format for the url as I do the ones that work and it still doesn't pick it up.
In the current case I have duplicate content on a few pages showing on webmaster with the suffix "?tmpl=component&type=raw"".
So I am trying to add canonical to them and its not working.

The first one on that short list works.
The bottom two do not. They are in different formats currently because I've been doing a bit of trial and error. But I had them in the same format with no luck.
Thank You.

I cannot read the URLs due to image resolution, but hits counter is 0, so the rules are not applied yet. This suggest me a wrong URL rule (is a regular expression, so maybe there's some special chars to escape). Can you post URLs you are using in that rules?

Yeap,
just replace "?" with "\?" and test again...
