Like the title I says, is it possible to make a site wide banner using the Astroid-framework or any other plugin?

I want a simple 30px tall banner that spans the width of the whole site, and is on every page, with one line of text in it, below the menu at the top.

I can’t find any tutorials online for this, or any plugins.
