I got it ... :)
Your first rule is just "skr" and this always matches before the second one. If you disable it for a while (and clear the cache browser) the second should work. In this case change the first as follow (and enable it again):
From URL: ^/skr$
To URL: http://{siteurl}/das-kerwefest/kerwe-event
