The rule is now working but not if I set it to internal,,

Hi,
and sorry for delay. No need to escape the &. The rule should be (to match just this single page):
From URL: ^/index\.php\?option=com_content&view=article&id=407:pecan-sweet-potatoes&catid=87&Itemid=113$
To URL: http://blog.mealplanningmaven.com/recipes/roasted-chicken-with-apples-n-vegetables/
Request only: true (checked)
First set the redirection to 301 and check if it works (look at hits counter, and last visit field to check if a rule is working). After this you could try with internal redirect. Consider that internale redirect works well only if the server is the same (but should also work if you change the domain). Let me know...
