I am new in Tag meta. I want to insert robots meta tag <meta name="robots" content="noindex, nofollow" /> in the <head> section of a given joomla page. The goal is to exclude some pages appearing in google search results.

Is it possible to do with Tag meta plugin ? If yes, I have installed the plugin but where should I insert the meta tag ?

Yes, you need to enable plugin and create a rule to add meta info to some pages. The pages are specified by their URL and with a single rule you can match many URLs together (is a regular expression). You can find more info here:

This is related to ReDJ but the principle is the same.
