rule syntax in the new version is the same of the old one. If not it doesn't work, maybe there's something else (e.g. plugin settings, check that Tag Meta is the last "system" plugin). Maybe I got it. You are using a rule that works if site is under root but your site is under a folder (e.g. /newsite).
To allow users to move sites without to change rules there's an option in the advanced plugon section. Just put your base name here (e.g. /newsite) and that's it !
